The best place to start is the support article for language interpretation, found here: https://support.zoom.us/hc/en-us/articles/360034919791-Using-Language-Interpretation-in-your-meeting-or-webinar

There you can see what type of account you need. The cheapest option is the Zoom Pro account and the Webinar add-on. Once you have both of those, you need to have Zoom enable this for your account.
