Zoom in the boardroom

We have a client that wants the same individual Zoom experience, where individual users are framed and highlighted within a Board room. My current experience is that Zoom will focus on individuals but does not highlight participants within the same physical space. We can setup multiple clients within a room to give the same video experience but it's the audio that is the problem. A simple DSP could handle the internal room audio but whomever is speaking will have their audio returned to everyone. Could a separate Zoom Room dedicated to the Board room be linked to another central Room that all external clients could link up to? This may enable the central room to mix minus the Board room audio to feed back only the external audio to the Board room - I guess that there may be a few restrictions as to how the central room would highlight speakers from within the Board room.
