Has anyone used the chat API  to integrate into a portal like a messenger is to facebook ?

Are you talking about creating an interop service? There are a few companies that have done this, like m.io and zappier.

Thanks for the shout-out @CollabLeader - you soon will be able to message cross-platform from Zoom Chat to any of Microsoft Teams, Webex, and Slack.
