Record Meeting in Gallery View with ALL Participants

Is it possible to record and display ALL participants in gallery view, not just the ones with video enabled? My last meeting had 25 participants in gallery view but the recording only showed the 9 that had video enabled. Thanks

I think a local recording might do this, but I do not think a Cloud recording will.
