Is it possible to enable the Private Chat functionality only for webinar panelists and hosts/co-hosts? We want our panelists and hosts to have the ability to send messages to each other, but we do not want participants to be able to use the chat functionality.

Great question,
yes this can be set up from within the webinar:
Click on the three dots in the chat sidebar to access the settings for chat.
If you mark host and panelists, and for participants you set "no one" you should be all set!
