If password requirements are changed by an administrator, how are existing users affected ?  Will they be forced to change password at next login ?

Hey @srosselli, correct.  New users need to change their passwords upon first sign-in: Users will be required to set their own password when they first sign in. You can look more into the Changing Account Security Settings KB article here
