Issues with starting my zoom meeting as host vs as participant

Yesterday we had a huge zoom meeting setup just like we have always done, but yesterday the host was not allowed to start the meeting. He was only allowed to join the meeting we ended up having to conduct the meeting via phone conferencing. 

Today the same issue came up. I ended up having to send out a revised zoom invitation under a different account we have with Zoom and there were no issues. Why is zoom only letting us join a meeting and not allowing us to start the meeting?
