"Not found any lines" error when trying to add a phone as delegate

Hi, Like the subject says, I have Phone A that is a delegate for Site A, but I am also trying to add it as a delegate to Site B. For some reason, no matter what common area phone you try to add as a delegate for Site B, I always get this error saying...
