Can alternate host change zoom settings?

Can alternate hosts for a meeting (that is scheduled and used for a series of meetings) - go into Zoom settings and change the "Auto Record to Cloud" toggle button? I was certain I had set the meeting to NOT automatically record...and yet I just went...
