can't seem to be able to have only waiting list for my personal meeting room--requires passcode

I'd like to have only a waiting room for my personal meeting room--not just for instant meetings but for all scheduled meetings. While the policies state I need to have only one of these, I'm unable to uncheck the box requiring a passcode. Can someon...
