New continuous meeting chat,Message attendee is not showing only Chat with Everyone

I have no button for Message Attendee only "Chat with Everyone" My settings are set the way the video Chat in and Out of Meetings instructs, but no Message Attendee only. I have not started the meeting, is that why it doesn't show for this new contin...
