Do I have an account configuration error regarding assignment of licenses?

Hi friends,I have a Zoom Pro account. I understand that I should have nine licenses available. But when I reach the user assignment page, I find that I cannot assign any licenses out. I am the only licensed user showing among my half dozen colleagues...
