Users can't send chat message to individuals (only to the whole group)

HelloI'm trying to work out how, as host, I can enable people in the meeting to send private chat messages between themselves. I've clicked the drop down menu in chat but the option doesn't seem to be there. Do I need to pay monthly to aces this feat...
