Zoom meetings participants only showing in list not on gallery

I have used Zoom meetings regularly for years. In the past few weeks if a participant has their camera and audio off I do not see them in the gallery. I am the host and others can see them. Don't know what happened?

I haven't set up a webinar for a while and I don't know the difference between backstage & practice session which was the only option before
