Zoom events - spekers no permission to start own cam

We have created one event in Zoom Event. Duplicated to test it. In a session - all speakers do not have cam. As a host I can ask them to unmute their microphone but not the camera. I do see any icon for the camera. I can promote them to panelist but ...
