Can I enable e2ee, then disable it for all users but a few?

If I turn on e2ee on my account, I assume it would immediately be enabled for all users.Can we then go ahead and disable it for all, then re-enable it for a subset of our users?Maybe by using the API ? Thanks,Mohamed.
