The gallery view will not allow for side-by-side. It's only showing one user above the other.

I think I know what you are referring to. The gallery view is adaptive to the size of your screen and how much of it is your Zoom app occupying it, so if the available space is not too big, instead of doing a side by side, it will stack. Try resizing the Zoom app window, maximizing it to full screen and see if it works.
