Allow participants to join before host

I am an Admin on my account. I turned on "Allow participants to join before host," but it didn't work. I see the blue button. The participants still have to wait until I allow them to attend the meeting. I logged off and logged on, and it didn't help.
Is there another place where I have to permit all participants to enter the meeting room without manually admitting them?

    Do you have Waiting Room turned on?  I believe that disables the option for Allow participants to join before host.

     

    Remember too however that Waiting Room is considered part of meeting security in Zoom, along with Passcode or only allowing Authenticated users to join the meeting.  You need to have at least one of these turned on for your meetings, otherwise Zoom will automatically add a waiting room to your meeting.
