System Voice mail box

I want to create a voicemail box that plays a message only.  So when a caller calls the number is says blah,blah,blah.  Can I set it up so the number is directly to the voicemail and not a device assigned to a user or common area?

You can set up an auto receptionist, assign a telephone number to the auto receptionist and have auto receptionist route incoming calls to message to play an announcement and then hang up.
