Calling out questions

I'm an admin for a company whom is new to using Zoom Phone.
We have several licenses amongst employees.
Half or so of the employees here have local phone numbers for calling out of the office to the US/Canada using the unlimited US/Canada license within Zoom Phone.
The other half just have extensions from the main company line (a toll-free number) and only have a basic Zoom Phone license.
How would the second half of employees go about dialing out from the main line? Is that possible with a basic Zoom Phone license?

While a DID is not required to make external calls, a calling plan is.

So, just to clarify, for users to make external calls they must be upgraded to a plan above basic, correct?

There is a pay-as-you-go feature that might work for you, but it's $.03 a minute for US numbers. I know this is how AR's dialing outward are billed as you can not assign a calling plan to an AR.
