Can a group admin have access to recording management for their group without being an admin on the entire account?

I have created groups in our account for each of our company's departments. I am making the department heads admins of their department's Zoom group. The department heads do not need to be admins for our entire Zoom account.

A department head tried to access recordings for her staff and got a message that "access to the recording page" is "disabled".

How do I give her access? Is it because she's not an admin on our entire account, and only an admin for the group?

I send out invites for recurring meetings, and on occasion, someone will ask to be removed from the invite list.  The problem is that the invites are addressed to a distribution group of about 200 people. 

(1) Is there a way to remove someone without having to update the recurring invite to everyone on the distro?   What if I only sent the invite to the hosts then forwarded the invite to the distro list?  But then if I do that, and later down the road, I have to change the date on one of the invites, will I have to forward to everyone again or will it automatically go to everyone that the invite was already forwarded to? Is there an easier, cleaner way to do this?

(2) When the invites do go out, we get quite a few "out of office" replies.  Is there a way to disable these?

lately my computer is freezing up with screen completely black  while in the middle of a zoom meeting. I have tried all kinds of things. I have done a clean USB install of my windows 11 23H2. No idea what is going on. The hardware checks out with all the tools built into my HP pavillion lptop. ANt help would be greatly appreciated.
