Can anyone tell if there's a way to configure Zoom Meetings so that in a meeting with just myself and one attendee, the cloud recording showing each other's screen share always displays the webcams of both myself and my attendee in gallery view rather than just displaying the webcam of the active speaker?
I train people to use a certain piece of software. I demo it on my PC by sharing my screen and then I ask my attendee to share their screen to practice what I've just showed them. I prefer to have a recording consistently displaying both our webcams in a gallery to the right of each other's screen shares.

Did you try sliding as virtual background when you share? It seems like it could be similar.
