I'm looking to host a webinar where the beginning introduction will be live.
Then I need to play a recorded video in between, and then a person will come on camera and speak live.

The video to be played in between should not be screen sharing. Can I upload a video for this?

Can this agenda be done?

Welcome to the Zoom Community, @Irene_Jones.

The best way to do this is to share screen, but go to the Advanced tab, select Video, and point to the file on your computer. It is technically “screen sharing”, but not by showing the audience a desktop window or screen. The Zoom video player does an excellent job sharing the content of your video at its native resolution.

While this is not technically difficult to do, I highly suggest you practice it in advance to ensure you are familiar with the process and controls. You should use the specific file you want to play or, testing if it works well. See this Zoom Support article for details, especially the Supported Files section:

But this uses my internet bandwidth, right? Would you know if there's a way to upload the video to Zoom's server and play it from there?

I checked this with different internet connections, and the video quality seems to dip depending on the bandwidth.

Yes it uses your internet bandwidth. No, there’s not a way to play a video from the Zoom server.

To alleviate most issues that people ascribe to “bandwidth issues,” I recommend using a wired connection to your router, especially for anyone hosting Webinars.  Much of the time, WiFi bottlenecks are the issue.
