We have a registration form for all of our webinars. When I generate reports, I see the phone numbers of people who are connected by phone. Are those people also signed on through a device to see the visuals, or are they just listening? Did they register? Are they connected to their registration form? It's problematic because we issues certificates and we need to know who those people are.

This will very much depend on what rules you set for people to enter the meeting.
If you require registration, then I would expect phone users to have registered in order to get the phone access codes. The only exception would be if somebody shared the access codes to them.
Please also be aware that the default operation of Zoom is to let people directly into a meeting if they join within an hour of the start time. In which case they could have made up the contact information and still get access.
You can stop people calling in, too, if you want to.

No, not really. I posted the question about Zoom Webinars, not Meetings. We require registration for every webinar. No one can get in without registering. I am trying to determine if the records of those who use the phone to call in are matched with their email address and names on the attendee reports because we issue certificates to those who attend a specific amount of time in the webinar. On the reports, there are separate rows for those who used the phone but no names or email addresses. I cannot issue certificates to phone numbers.

Zoom does not link the phone number with the user's email. So people who come in on a phone call are not going to get the level of accuracy on reports. When a person registers and gets their own unique link, then zoom knows who they are. That is not applicable on phone calls

no. when you register you get a personal link, when you call in you just give the meeting ID and password, Zoom just sees you as a call in.
