in a meeting with some Zoom participants in the same room but on their own device, how can the person controlling Zoom force all devices except one to both microphone and speaker off?

As host, you can mute participants, but as far as turning their speakers off there is no way other than asking them to do so.

You can also not allow participants to un-mute themselves. But @ChrisO is right - you cannot disable their speakers.
