Zoom Survey after call ends

I tried to turn on surveys/feedback after a zoom call ends for feedback by doing the following:

• To enable or disable and customize the end-of-meeting experience feedback survey for all users in the account: 
• Sign in to the Zoom web portal as an admin with the privilege to edit account settings. 
• In the navigation menu, click Account Management then Account Settings. 
• Click the Meeting tab. 
• Under In Meeting (Basic), click the Display end-of-meeting experience feedback survey toggle to enable or disable it. 
• If a verification dialog appears, click Enable or Disable to verify the change. 

However, it only works when at the end of my own zoom meetings. everyone else on the call does not see it. why am I the only one seeing it? how can i make the participants see it and response to it too?
