Transfer license with existing meetings to a new user.

I have a user who left employment who had some recurring public meetings scheduled.  I need to transfer this license to a new user to manage these meetings.  We have paid accounts.

To transfer meetings between users, both should have licensed accounts. Here are the steps:

This option is not available.  The user is not available to sign into their account as they have already left the company.  The meeting does not show up for me as an admin.
