I have an error. I bought 4 new accounts. In these accounts, attendees can join without starting by host. That is why, I opened "Enable Waiting Room" while meeting. But, I always have to open "Enable Waiting Room" when I have meetings.
What should I do? I don't want to allow them to come in automatically in my meeting.

as the account owner/admin you can setup schedule meeting settings to prevent join before host. if you uncheck that box participants will receive a message saying something like the host hasn't started the meeting yet. screenshot below, red arrow shows where you can configure setting, green arrow shows where you can turn it off for all scheduled meetings. This is for your account only. if you want to set it for all of your accounts you do the same thing under account settings.
